Org. Setting and Reporting
The post is located in the Division of Administration (DOA) in the United Nations Office at Geneva (UNOG). The Chief of Central Support Service reports to the Director of the DOA, and leads as Service comprising some 198 posts funded from both regular and extra budgetary resources.
Responsibilities
Under the authority and overall direction of the Director, DOA/UNOG the incumbent formulates and implements the substantive work programme of the Central Support Service (CSS), budgeted at approximately US$ 55 million per annum, determines priorities and allocates resources to ensure that its programmed activities are carried out in an effective and timely manner. With the objective of operating economically and maintaining UNOG’s buildings and technical installations in good condition, according to prevailing standards, the incumbent oversees the planning, organization and supervision of all the activities related to operation, upkeep, repair and renovation of UNOG’s facilities, and the management of office space. With the objective of enhancing efficiency, competitiveness and value for money, as well as ensuring high quality and timely provision of services, the incumbent also oversees the supply of a broad range of common (general) services, including procurement, contracting, local transportation, freight, travel, traffic services, property management, catering services, mail and diplomatic pouch activities. To this end the incumbent:
• Leads, supervises and carries out the work programme of the Service under his/her responsibility. Co-ordinates the work carried out by different work units under the Service; provides programmatic/substantive reviews of the draft outputs prepared by others.
• Ensures that the outputs produced by the Service maintain high-quality standards and comply with the relevant mandates and that reports prepared are clear, objective and based on comprehensive data.
• Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Service, including preparation of budgets, reporting on budget/programme performance and preparation of inputs for results-based budgeting.
• Co-ordinates and oversees the preparation of reports, including those relating to the renovation of the Palais des Nations referred to as Strategic Heritage Plan (SHP), to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, the General Assembly and other policy-making organs, as appropriate.
• Recruits staff, taking due account of geographical and gender balance. Manages, guides, evaluates performance, develops and trains staff under his/her supervision. Fosters teamwork and communication among his/her staff and across organizational boundaries.
• Serves as change agent and leads business transformation; implements innovation resulting from the Secretary-General's Change Management Initiative, and champions changing servicing demands in an environment of financial austerity.
• Leads and supervises the organization and substantive preparation of meetings, seminars, etc. on substantive issues. Represents the Division at international, regional or national meetings and provides programmatic/substantive expertise as required.
Work implies frequent interaction and coordination with the managers and staff within UNOG, other Departments at Geneva and the Department of Management (DM) as well as with other UN funds, programmes and specialized agencies and other entities serviced by UNOG; and with representatives of Governments and non-governmental organizations at Geneva

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, engineering, procurement, management, law or related field. A first-level university degree in the forgoing fields of study in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of fifteen years of progressively responsible experience in at least two of the following areas: procurement, facilities management, property management, engineering, transportation, logistics, budget, programme or project management, is required. A broad exposure and wide range of experiences in either procurement or facilities management is desirable. At least five years of significant managerial responsibility in a client support environment is required. Experience in managing major projects, preferably in the technical environment is desirable. A minimum of two years of experience at the international level is required, preferably gained working in a United Nations System Organization or another comparable large public sector entity. Experience working with an advanced ERP system, preferably SAP and with IPSAS is desirable.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, both oral and written is required; working knowledge of the other is required. Knowledge of other UN official languages is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
